Government's reform under implementation

Prime Minister Pavel Filip has informed that, starting from today, the government of Moldova entered a new phase, in the context of the voting of the new structure of the cabinet by the parliament.

 

Thus, following the transfers of powers, nine ministries will remain out 16 ones; the ministries will be led by the following ministers:

1. Economics and Infrastructure Ministry – Deputy Prime Minister, Minister Octavian Calmic;
2. Foreign Affairs and European Integration Ministry – Deputy Prime Minister, Minister Andrei Galbur;
3. Finance Ministry – Minister Octavian Armasu;
4. Justice Ministry – Minister Vladimir Cebotari;
5. Interior Ministry – Minister Alexandru Jizdan;
6. Education, Culture and Research Ministry – Minister Monica Babuc;  
7. Health, Labour and Social Protection Ministry – Minister Stela Grigoras;   
8. Agriculture, Regional Development and Environment Ministry – Minister Vasile Bitca
9. Defence Ministry – Gheorghe Galbura exercises the duties of minister, deputy minister.

 

At the same time, Deputy Prime Minister Gheorghe Balan, Governor of the Autonomous Territorial Unit of Gagauzia Irina Vlah and President of the Moldovan Academy of Sciences Gheorghe Duca exercise the duties of cabinet members ex-officio.   

Also, the cabinet of minister approved the type-structure of the regulation on the organization and work of ministries. According to the structure approved, the leadership of the ministry is exercised by a minister, a general state secretary and state secretaries. The number of state secretaries for each ministry will be established by the government, depending on the cabinet’s activity sectors, transmitted to the competence of the authority.   

The Prime Minister said that, within each ministry, a college of the ministry will be created, made up of decision-makers and led by the minister; the college is to have powers defined by government decision.    

 

At the same time, the commissions for the organization and holding contests on occupying public leadership offices of higher level – secretary general and deputy secretary general of the government, general secretaries of Ministries and state secretaries – will be set up. In the context, Pavel Filip asked the commissions to work in an accelerated pace, so that the Ministries’ structures be filled as soon as possible.    

 

“Starting from today, we are in a new stage, which should be characterized through increased efficiency. I am confident that all colleagues understand this, the responsibility which we are to bear. And though this example of reforming the central public administration, we challenge also the colleagues from the local public administration, so that we edify together the foundation of the public institutions from Moldova,” Pavel Filip added.
