The Government presents some specifications upon meeting of PM – EU Ambassadors accredited in Chisinau

In addition to the press release distributed by the European Union Delegation to Chisinau on the meeting between Prime Minister, Pavel Filip, EU Deputy Head, Peter Michalko, and EU Ambassadors, the Government comes with some specifications, which are unexpectedly missing in the communiqué, where the meeting is presented only referring to info presented by one of the parties.

At the initiative of Prime Minister, the Cabinet of Ministers also attended the meeting, which wanted to pass the Government's position on the resolution voted in the European Parliament.

Below, there are the main theses which PM Pavel Filip sent to the participants:

1. The Prime Minister has firmly and repeatedly pointed out that the vote of European Parliament is an incorrect one to the Government and politicised, being inspired by two opposition leaders, which in this way want to get electoral dividends, striking the citizens of the country. The Premier specified that all commitments on EU funding have been met, including those aimed at judicial reforms, and decision to postpone the funding is unjustified and it is an interference into Moldovan internal policy. The PM also made reference to talks with several MEPs, including the political group that voted the resolution, recently. They stated that the decision to stop financing was a political one and it had nothing to do with evaluation of Government's work. These things were also seen during the debate in the European Parliament, which was totally devoid of interest even by the resolution signatories, the hall being almost empty during the talks, indicating that voting decision was long established before and without the desire for the subject to be debatable consistently and to listen to all opinions.

The Prime Minister also said that he definitely can not accept this resolution of punishment of Moldovan citizens, on the grounds that the Government failed to deal with the abusive requests to illegally engage in the activity of courts that invalidated the elections in Chisinau municipality. The PM condemned strongly this type of pressure that was made on Executive, providing further details on how it took place.

2. The PM recalled that the area for which some Moldovans are now criticizing justice has been reformed with the assistance of European experts. All the judiciary reforms, which have been few, have been done in collaboration with EU experts and civil society representatives funded by European funds. The PM pointed out that if things have not been going properly in justice field, then it is the liability of both the Government and the European partners which have participated in the implementation of these reforms, fully implemented by our authorities, as requested. The Head of Government made a comparison between judiciary and banking sectors. In banking sector, reforms have also been made with expertise of IMF representatives, it is true without the involvement of civil society. There has been an indisputable success in this area, recognised by all development partners. The outcomes of change in banking sector can be seen by everyone. The PM believes that Government, together with EU Delegation, should undertake a profound analysis of judicial reforms, see what has not been done in this partnership, if the chosen path was the right one, and whether are necessary some changes, so that to get the same success in justice field, as in banking one.

3. The PM informed EU ambassadors that, despite the abusive and political resolution towards Moldova, Government will continue to implement the reforms it has undertaken and even start new ones, including reforms not agreed upon in commitments with EU, reforms that are needed to attract new funding, increase budget revenues, modernise some important state sectors. The PM also assured ambassadors that the government he has led would remain firmly committed to the European path, the only viable strategic direction for modernising Moldova.

4. The PM spoke to EU ambassadors about good economic results in 2018 by Government, allowing all started projects to be completed, so that the citizens would not suffer in any way after the decision of funding postponement on behalf of EU. It was also pointed out to be incorrect that by an absolutely subjective political decision to stop the money that was destined, among others in addition to feeding children in kindergartens. The PM believes that political struggles must be given at the level of debates of ideas and arguments, not by measures against people which are not to blame for the fact that a political competition turns into a cynical act or an electoral circus.  

5. The PM also said that the Government had similar type of commitments with EU, IMF and World Bank (WB). In all three partnerships, the Executive has fully fulfilled its commitments, so that IMF and World Bank have allocated these financial tranches for Moldova recently, assessing good work of Government upon the assumed and fulfilled commitments, not political criteria. The PM said he expects the EU to do the same, not to be influenced by political games made by two opposition leaders from Moldova which, in the absence of other electoral tools, have also blocked funding of the food for children. The Government is of all citizens, irrespective of political choices, so it can not be punished for issues that happen outside its powers.

6. The PM also announced to EU ambassadors that after this incorrect resolution to Moldova, the Government understood that it had to communicate more with EU officials, keep them permanently and directly informed about what is happening in Moldova, so that there are no longer situations where they can make decisions based on erroneous info sent by opposition. The PM expressed his regret that, following meetings with European officials even in recent days, he found that the infor sent by EU Delegation to Chisinau was incomplete and asked for this approach to be revised and notes sent to be objective, reflect to a greater extent reality, so that the officials in Brussels can make a consistent analysis of how things are evolving in Moldova.

 

The PM believes that the meeting with ambassadors on 06 July was a good opportunity to pass on the Government's opinion on the vote, and thanks the European officials for attending the meeting, as well as for the support which they have consistently given to Moldova. PM Pavel Filip believes that such unpleasant moments, such as voting of a politicised and incorrect resolution towards Moldova, must be overcome by intensifying the dialogue and understanding the expectations citizens have from Moldova – EU partnership.
