On 14 May 2026, experts from the working groups on civil status acts and population documentation from both banks of the Nistru convened, after a nearly two-year break, in a new meeting conducted in videoconference format, with the technical support of the OSCE Mission to Moldova.

The Chișinău delegation was led by the Deputy Director of the Public Services Agency (PSA), Iurie Cristea, the coordinator of the working group.

Representatives of Chișinău addressed current issues related to the documentation of citizens with civil status and national identity documents. The continuous interest of residents from the left bank of the Nistru and the municipality of Bender in the services provided by the territorial subdivisions of the PSA was highlighted, with these residents consistently benefiting from the full range of available services. In this context, experts from Tiraspol were informed about the provisions of the current regulatory framework in the field of registration of civil status facts and events, applicable to population registration and documentation processes.

Tiraspol was urged to remove illegal restrictions on freedom of movement imposed by the so-called structures in the Transnistrian region on holders of civil status documents issued in electronic format by the authorities of the Republic of Moldova, an issue confirmed by multiple complaints received from residents within the Security Zone.

Regarding personal data protection, representatives of Chișinău reiterated the need to respect the rights and legitimate interests of citizens, as well as the requirements provided by the national legislation in force concerning their processing and transfer. 

In addition, the issue of archival fonds of civil status acts created prior to 1945 was brought back into discussion, including church registers from that period concerning civil status acts, located in the eastern districts of the country, with the aim of identifying solutions to ensure access of PSA specialists to these materials.
