The protection of the rights of citizens from the left bank of the Nistru River and the municipality of Bender is a major priority for the authorities of the Republic of Moldova
On 28 October, 2025, Deputy Prime Minister for Reintegration Roman Roșca participated in a regional roundtable entitled “Monitoring Human Rights in Conflict-Affected Zones,” organized by the Office of the People’s Advocate in cooperation with the Danish Institute for Human Rights (DIHR), the European Network of National Human Rights Institutions (ENNHRI), and the Council of Europe.
During the session on “Human Rights in the Transnistrian Region of the Republic of Moldova,” the Deputy Prime Minister emphasized that the unresolved Transnistrian conflict continues to generate serious violations of fundamental rights, including cases of illegal detention, intimidation, and restrictions on freedom of expression and movement. Although the authorities are temporarily unable to exercise effective control over the region, the state continues to make consistent efforts to protect its citizens and to facilitate access to legal, medical, and social assistance.
“Freedom of expression in the Transnistrian region remains heavily restricted. Citizens who express critical opinions risk persecution and unlawful detention,” the Deputy Prime Minister stated.
The official also mentioned the difficulties faced by Romanian-language educational institutions in the Transnistrian region, reiterating the authorities’ commitment to insist on the restitution of the premises of these institutions and to ensure proper working conditions for pupils and teachers.
The importance of cooperation with international partners and civil society was also underlined, in order to improve the monitoring of the human rights situation and to ensure the implementation of the judgments of the European Court of Human Rights.
The interaction with the OSCE Mission was likewise highlighted, noting that in recent years its teams have been able to visit and assess the situation of certain illegally detained individuals.
“Protecting the rights and freedoms of citizens in the Transnistrian region remains a major priority for the constitutional authorities. We are committed to promoting constant dialogue with international partners and to strengthening platforms for interaction with the Transnistrian region in order to effectively address and resolve all issues related to human rights protection,” concluded Roman Roșca, Deputy Prime Minister for Reintegration.
