655 neutral-format diplomas have been apostilled by the competent authorities of the Republic of Moldova over the past 8 years

Over the course of almost 8 years (March 28, 2018-December 31, 2025), in accordance with the provisions of the legislation in force and those agreed upon by the Protocol Decision „On the application of the apostille on educational documents from the Transnistrian region” of November 25, 2017, the competent national authorities applied the apostille of the Republic of Moldova to 655 neutral-format diplomas whose holders are young people from the Transnistrian region.

The European Union remains the main destination for continuing higher education abroad, followed by the United States of America, Israel, and the United Kingdom (the annual dynamics and the top 10 destinations are presented in the infographic).

We reiterate that the apostille procedure does not imply recognition of the status of a diploma, but represents an administrative formality by which the authenticity of the signature, the capacity in which the signatory acted, as well as the authenticity of the seal or stamp affixed to the document are certified. This procedure allows the use of the diploma in the territories of the parties to the Hague Convention of 5 October 1961 abolishing the requirement of legalisation for foreign public documents, a convention that entered into force for the Republic of Moldova on 16 March 2007.

In the case of states that are not parties to the Hague Convention (for example, the United Arab Emirates) or of those that have raised objections to the accession of the Republic of Moldova to this Convention (for example, the Federal Republic of Germany), the diploma superlegalisation procedure applies.
