By Article 3 letter a) of the State Budget Law for 2025, no. 310 of 26 December 2024 (Official Journal of the Republic of Moldova, no.556-559, art.768 of 27.12.2024), budgetary resources were allocated for the reintegration activities of the country, amounting to 25 million lei.

Traditionally, the distribution of these allowances will take place through the Programme of Activities for the Reintegration of the Country, after completing the competition phase and selecting eligible projects.

Thus, in order to identify the beneficiaries and distribute the above-mentioned allowances, in accordance with the requirements of Government Decision No 131/2014, for the period from 10 January to 26 February 2025, it is announced that the competition for the collection of project proposals to be evaluated, selected and approved for funding under the Programme of Activities for the Reintegration of the Country for 2025 will take place.

Projects to be implemented in settlements within the Security Zone perimeter and which will contribute to achieving the country's reintegration goal, solving strategic problems and those with major community/regional impact, as well as projects that will improve essential public services will be considered eligible for funding.

In 2025, the following activities and initiatives will be priorities for the Government: strengthening the security/energy efficiency sector, supporting farmers affected by Tiraspol's unilateral actions and Romanian-language educational institutions in the Transnistrian region, supporting institutions located in the Security Zone, promoting respect for fundamental human rights, modernizing public services provided at local level, health protection, cultural and educational projects, strategic activities for the reintegration of the country.

In order to apply for funding for project proposals under the allocations for the country’s reintegration activities for 2025, the initiating public authority must fill in the application form (click here), attach to it the relevant documentary set, in accordance with point 7 of Government Decision No 131/2014, and submit the original file to the State Chancellery in order to verify its compliance with the eligibility criteria set, with the subsequent evaluation of the project by the Selection Committee whose nominal composition will be approved by Government order.

It is relevant to note that public authorities planning new public capital investment projects financed from the state budget and aimed at the reconstruction, extension, restoration of existing fixed assets and the creation of new fixed assets, including by construction, in addition to the set of acts provided for in point 7 of Government Decision No 131/2014, will submit the form identifying and evaluating the public capital investment project, in accordance with Annex 1 to Government Decision No 684/2022, as well as the conclusion of the Ministry of the Environment on the climatic consequences and vulnerabilities of the project.

The list of project proposals accepted by the Commission, as well as the distribution by recipients of the respective allocations, will be approved by Government Decision, after completing the procedures stipulated in Government Decision No 131/2014.
