The citizen of the Republic of Moldova Stanislav Menzarari continues to be illegally deprived of freedom in the Transnistrian region for more than three years

Since October 8, 2020 and until now, the citizen of the Republic of Moldova Stanislav Menzarari is in illegal detention in the penitentiary in the village of Hlinaia, Grigoriopol district.

 

As it is known, on October 7-8, 2020, the force structures from Tiraspol kidnapped 4 citizens of the Republic of Moldova, of whom only 3 were released: Amarfii Andrei and Puris Alexandru (October 8, 2020) and Glijin Adrian (April 7, 2023), but no positive development occurred in Stanislav Menzarari's case.

 

This case was kept in the permanent attention of the Bureau , with the awareness of international partners, including the OSCE Mission in the Republic of Moldova, in order to contribute to the protection of Menzarari S.'s fundamental rights and freedoms, including defense and assistance qualified medical, in the light of the standards of international law, as well as the use of the available mechanisms in order to convince Tiraspol to release him unconditionally.

 

Moreover, the political representative from Tiraspol in the process of negotiations regarding the Transnistrian regulation was repeatedly notified and asked to cease the abusive infringement of the rights of the citizen Menzarari S., to ensure the access of his close relatives to him and a qualified and independent doctor, as well as requesting his immediate release and his placement under the responsibility of the competent legal authorities.

 

The case was addressed several times by Chișinău and at the working meetings of political representatives, working groups for human rights and the Joint Control Commission.

 

The continuous neglect by Tiraspol of Chișinău's appeals, the lack of reactions to the submitted approaches and the failure to offer a clear perspective for solving the case raise multiple signs of concern, particularly in the context of the excessive secrecy of the artificially manufactured and illegally managed file, in violation of the most basic human rights.

 

The monitoring of this case will be continuously ensured by the Bureau and the Deputy Prime Minister for reintegration, until its final resolution and the full restoration of Menzarari S. in his previously infringed rights and freedoms.
