The first meeting from this year of the healthcare experts took place in Bender
Today, 22 December 2025, in the Bender office of the OSCE Mission to Moldova, the first meeting of the working groups on healthcare was held, with the participation of experts from both banks of the Nistru River.
The delegation from Chișinău was led by the State Secretary of the Ministry of Health, Mr. Ion PRISĂCARU, head of the sectoral working group, accompanied by the Director General of the Medicines and Medical Devices Agency (AMDM), Ms. Iuliana ALBU, and the Deputy Medical Director of the National Center for Pre-hospital Emergency Medical Assistance, Mr. Serghei SUMAN.
Experts from the AMDM presented in detail the provisions of Law No. 153/2025 on medicinal products, from the perspective of the mandatory application of the national regulatory framework in the field of healthcare, aligned with European Union legislation, including pharmaceutical regulations, which represent an essential step in the process of aligning the Republic of Moldova with European Union standards.
At the same time, the current legal procedures regarding the import of medicinal products applicable to distributors engaged in pharmaceutical activities were outlined, including economic operators from the Transnistrian region.
The responsibility to strictly comply with legal requirements related to the stages of authorization, distribution, monitoring, and quality control of medicinal products imported into the Republic of Moldova by authorized pharmaceutical distributors was reiterated.
In addition, the experts addressed issues related to the provision of emergency medical assistance in response to calls from applicants in the region, as well as consultation and inter-hospital transfer services for patients from the left bank of the Nistru River, in accordance with applicable legal norms and obligations undertaken in the field of public health.
The State Secretary, Mr. Ion Prisăcaru, noted that through the Republic of Moldova’s accession to the Global Platform for Access to Childhood Cancer Medicines (GPACCM), an initiative of the World Health Organization and UNICEF (St. Jude Children’s Research Hospital), free and uninterrupted access to safe and quality pediatric oncology medicines is ensured for all children diagnosed with cancer, including those from the Transnistrian region. This contributes to strengthening pediatric cancer treatment, improving clinical outcomes, and aligning medical practices with international standards.
The experts emphasized the importance of maintaining constant technical-level dialogue in order to align the pharmaceutical market and ensure the availability of medicines that comply with current standards throughout the entire territory of the country, including the eastern districts.
