It was emphasized that the application of VAT and excise duties, as well as the abolition of tax exemptions, will be carried out gradually. The existing exemptions are temporary in nature and will be fully phased out as of 1 January 2030, when a unified fiscal regime will apply at the national level.  

The ultimate objective of this process is to ensure that the general customs and tax regime provided for under the legislation of the Republic of Moldova is fully applied to all goods imported by economic operators from the Transnistrian region, under the same conditions as those applicable to economic operators in the rest of the country. Achieving this objective will contribute to strengthening tax fairness, eliminating existing competitive disparities between the two banks of the Nistru River, increasing budget revenues, and integrating the Transnistrian region into the Republic of Moldova’s unique economic, tax and customs space.
