Meeting of Deputy Prime Minister Oleg Serebrian with the Permanent Representatives of Germany and Switzerland to the OSCE
On June 23, 2025, Deputy Prime Minister for Reintegration Oleg Serebrian held a working meeting with Ambassador Susanne Schütz, the Permanent Representative of Germany to the OSCE, and Ambassador Raphael Nägeli, the Permanent Representative of Switzerland to the OSCE, accompanied by Ambassador Kelly Keiderling, Head of the OSCE Mission to Moldova.
The meeting also took place in the context of preparations for the upcoming OSCE Chairmanship, which Switzerland will assume in 2026.
The discussions focused on the current dynamics of the negotiation process regarding the Transnistrian settlement. The position of Chișinău on this issue, as well as the economic and social situation in the region, was presented. Oleg Serebrian emphasized the positive role of the European Union in overcoming the energy crisis, noting that Chișinău has always proposed solutions to the problems faced by our compatriots in the eastern districts of the country.
The Deputy Prime Minister expressed concern about the situation of the press, freedom of expression, and human rights on the left bank of the Nistru River, and emphasized the importance of unhindered access for journalists from the right bank to the region as an essential condition for easing the interaction between the two banks of the Nistru River.
Regarding the negotiation format, the Deputy Prime Minister stated that Chișinău’s position remains unchanged – the „5+2” format cannot be reactivated as long as military hostilities continue in Ukraine. At the same time, the resumption of discussions in the „1+1” format depends solely on Tiraspol. Chișinău is open to resuming dialogue on this platform, either via videoconference or in person, provided that the principle of alternating the locations of these meetings is respected. Concurrently, it was welcomed that in the past two months it has been possible to convene Working Groups on environmental and education issues.
