Construction of Balti-Suceava power line, modernization of Balti power station declared national public utility

3 april 2025, Chișinău - The construction of the 400 kV Balti-Suceava overhead power line (OPL), the modernization of the 330 kV Balti power station and the construction of a new 400 kV power station have been declared works of national public utility. This will speed up the carrying out of these major energy infrastructure projects, which will diversify the electricity supply sources for Moldova and enhance the country's energy security.
The draft law, approved by the cabinet of ministers, will accelerate the necessary administrative processes for the carrying out of construction works. These processes include the issuance of permissive documents, the execution of special procedures for the expropriation of land and the withdrawal of affected lands from agricultural or forest use.
At the same time, the way of compensation for expropriation is defined. Owners will be informed in advance about this process and will have the right to consent to receive fair compensation.
Presently, the stage of preparing the tender documentation for implementation of the technical project on the power line’s construction, the modernization of the present Balti power station and the construction of a new power station is ongoing.
“We will continue this effort of diversifying the transport sources. In the short and medium term, this ensures energy security and in the long term, it also leads to low electricity costs,” Prime Minister Dorin Recean said.
In the territory of Moldova, the Balti-Suceava LEA will be 58 km long. An important aspect of the project involves investments in existing electricity infrastructure. About 200 power stations will be modernized and 10 power transformers of 110 kV will be replaced, thereby enhancing the reliability and efficiency of the country's energy system.
The Balti-Suceava power line is one of three 400 kV power lines to be constructed, in order to strengthen interconnection with the European continental energy system ENTSO-E. This includes the Vulcanesti-Chisinau line, set to be completed in 2025, the Balti-Suceava line, estimated for completion in 2027, and the Straseni-Gutinas line, planned for completion by 2030.
