Consultant in the Government Agent Directorate

Job description

I. The general purpose of the position:
Contributes to the efficient implementation of the tasks and attributions of the Government Agent Directorate.

II. Basic tasks:

Elaboration of draft observations/comments regarding the fair satisfaction/amicable settlement agreements of the Government of the Republic of Moldova in the cases communicated by the ECtHR to the Republic of Moldova;

Elaboration of press releases, notification of relevant national authorities, translation, drafting and publication of ECtHR judgments and decisions pronounced regarding the Republic of Moldova;

Elaboration draft action plans/action reports regarding the execution of ECtHR judgments and decisions issued regarding the Republic of Moldova;

Formulating the request to the authorities to remedy the alleged violations of the Convention for the Protection of Human Rights and Fundamental Freedoms found by the ECtHR in the cases directed against the Republic of Moldova or against other states;

Examination of the actions of public authorities, legal entities, citizens' petitions, as well as the provisions the management of the ministry in its field of competence.

Responsibilities
  1. Elaboration of draft observations/comments regarding the fair satisfaction/amicable settlement agreements of the Government of the Republic of Moldova in the cases communicated by the ECtHR to the Republic of Moldova;
  2. Elaboration of press releases, notification of the national authorities department, the translation, drafting and publication of ECtHR judgments and decisions pronounced regarding the Republic of Moldova;
  3. Elaboration of draft action plans/reports of actions regarding the execution of judgments and decisions of the ECtHR pronounced regarding the Republic of Moldova;
  4. Formulating the request to the authorities to remedy the alleged violations of the Convention for the Protection of Human Rights and Fundamental Freedoms found by the ECtHR in the cases directed against the Republic of Moldova or against other states;
  5. Examining the actions of public authorities, legal entities, citizens' petitions, as well as the provisions of the ministry's management in its field of competence.
Requirements

a) holds the citizenship of the Republic of Moldova; b) possesses the Moldovan language and the official languages ​​of interethnic communication spoken in the respective territory within the limits established by law; c) has full exercise capacity; d) has not reached the age required to obtain the right to an old-age pension; e) is fit, from the point of view of health, to exercise the public function, according to the medical certificate issued by the qualified medical institution, if special health requirements are established for the respective function; f) has the necessary studies provided for the respective public office; g) in the last 5 years, she has not been dismissed from a public position according to art. 64 paragraph (1) letters a) and b) or her individual employment contract has not been terminated for disciplinary reasons; h) does not have an outstanding criminal record for crimes committed with intent; i) is not deprived of the right to hold certain positions or to exercise a certain activity, as a basic or complementary punishment, as a result of the final court sentence by which this prohibition was ordered.


Studies: higher, graduated with a bachelor's degree or equivalent in law.


Professional experience: preferably professional experience in field.


Knowledge:

  • Knowledge of the European Convention for the Protection of Human Rights and Fundamental Freedoms;
  • Knowledge of the jurisprudence of the European Court of Human Rights;
  • Knowledge of national legislation in the field;
  • Knowledge of an international language (level B1);
  • Knowledge of the language Romanian;
  • Computer skills: Word, Excel, PowerPoint, Internet.
