Council for the Examination of Investments of Importance
to State Security

     The Council for the Examination of Investments of Importance to State Security was established by Government Decision No. 437/2025, with the purpose of protecting national interests and ensuring state security through the assessment of investments in sectors of importance to State security.

The Council’s main responsibilities are:

  • Examining investments in sectors of importance to state security, including analyzing associated risks;

  • Issuing decisions regarding the approval, conditional approval, or refusal of investments that may threaten state security;

  • Applying sanctions in accordance with Law No. 174/2021;

  • Developing recommendations for the Government regarding policies related to investments of importance to state security and measures to attract transparent and secure investments;

  • Preparing recommendations for modifying the list of sectors of importance to state security;

  • Providing access to detailed information regarding the procedure for examining investments of importance to state security and preparing responses to information requests from investors or potential investors;

  • Drafting annual reports on its activities;

  • Ensuring transparency of its operations while respecting confidentiality requirements;

  • Monitoring the implementation of issued decisions.

     The examination of investment projects of importance for state security is carried out in accordance with Law No. 174/2021 on the mechanism for the examination of investments of importance for state security and the Regulation on the procedure for examination and prior approval of investments of importance for state security (Annex No. 3 to Government Decision No. 437/2025).
