12 February 2025 - The progress made in the process of reformation of justice, the hybrid challenges faced by Moldova, as well as the energy situation in the country have been discussed at a meeting between Prime Minister Dorin Recean and Secretary General of Council of Europe Alain Berset.

Recean noted that, against the background of the hybrid threats and foreign interferences, Moldova was firmly pursuing its goal of modernization according to the EU states’ model.

Presently, the authorities stay focused on the exercise of evaluation of the integrity of judges and prosecutors, fighting corruption and transposing the European legislation on the justice segment.

Another concern of the cabinet regards the management of the challenges in the energy sector, following the crisis triggered by Russia, which left the consumers from the Transnistrian region without natural gas and respectively, without heating and hot water. The prime minister noted that, due to the European Union’s support, starting from 1 February 2025, the deliveries of gas and electric energy had been resumed to the left bank of Dniester and the authorities continue working to enhance the energy resilience and independence of Moldova.

The officials also discussed the measures needed to consolidate the rule of law state, the importance to prevent the attacks against the democracy and the combating of the hybrid threats faced by Moldova – cyberattacks, propaganda and misinformation.

The visit by the Council of Europe’s Secretary General takes place in the context of the marking of the 30th anniversary of Moldova’s accession to the Council of Europe in 2025, as well as of the launch of a new action plan for the next four years. The 2025-2028 Council of Europe’s Action Plan for Moldova will support the democratic reforms, the consolidation of the rule of law state and the protection of the citizens’ fundamental rights.
